Original article: Alcaldesa de Valparaíso ve «con mucha preocupación» insistencia del gobierno de Kast por eliminar contribuciones a la primera vivienda: «Tiene un costo oculto» The Mayor of Valparaíso, Camila Nieto (FA), voiced her deep concerns regarding the government’s persistent efforts to abolish housing contributions, a policy which she stated sounds appealing but carries «hidden costs». «Contributions directly finance municipalities and are the foundation of the Municipal Common Fund, which facilitates the redistribution of resources from wealthier areas to those in greater need,» the mayor explained in a social media post. In Valparaíso, she added, «the Municipal Common Fund contributes nearly 45% of our net annual budget.

» In this context, Nieto emphasized that «over 60% of the Municipal Common Fund is financed through contributions that are redistributed from higher-income municipalities to lower-income ones. This solidarity mechanism must not be weakened. It represents tax and territorial equity that directly benefits the residents of Valparaíso.

» «In fact, higher-income municipalities hardly rely on the fund: Lo Barnechea (2. 20%), Las Condes (2. 23%), Vitacura (2.

74%), and Providencia (3. 2%). Areas like ours will feel a stronger impact from this initiative by the Kast government, which fails to consider regional perspectives,» the mayor detailed.

«Currently, there are exemptions allowing low-income seniors to receive reductions of up to 100%. This mechanism can be improved. What cannot happen is for the functioning of municipalities to be weakened while wealthier sectors cease to contribute,» insisted Nieto.

Finally, the mayor called on the community to stay alert and «not accept measures that harm our neighbors and to correct what needs to be corrected.
